Will I have a surcharge on my auto insurance policy if I let the policy lapse even without a car?

At the moment I have decided to hold off on purchasing a new vehicle. My previous car was a lease, the lease expired and at the moment I do not have a car in my name. My independent insurance agent is telling me that if I do not keep up a policy at even a low rate, when I do get a car (whenever that might be) and then get a new policy I would be subject to a surcharge. For this reason we are doing something very basic to keep a policy in place. This seems really strange to me and raises a question why do I have to have car insurance if I do not have a car? Why should I get a surcharge when I do get a car at a later date? This almost seems like once you're in the auto insurance system, you cannot get out without penalties. Seems a lot like the insurance industry is trying to get everyone to pay into the system with or without a car. I am trying to understand pros vs cons of HMO vs PPO. We are a family of three (myself, spouse and newborn). We do not have much health issues. A few weeks ago my car was rear ended and has minor frame damage from the collision. The insurance adjustor's checked it out and offered me $700 to fix the paint on the bumper, repair the bumper support and 2 hours on a frame rack. Details about my car: The passenger rear taillight is pushed in about a centimeter - the quarter panel now sticks out a tad and is crumpled in the wheelwell - my passenger framerail has a warp in it from the accident. Now they are claiming that my car was in a previous accident because of filler paint or something in the trunk. They claim that because I have a hole cut into my frame rail that the car was previously pulled and that's where the damage came from. I drove the car for 4 years, I think I'd know if my taillight was pushed in and my quarter panel was sticking out. They told me to take it to an auto body to have it looked at and they would contact them on a final settlement - BUT I feel the car is unsafe to drive. I do not want to drive a car with previous frame damage (fixed). Would I be able to take the money and buy a different car without the body shop doing work on it?

He said lets make this easy and quick and cited me for speeding and for no insurance and not no proof of insurance. He cited both as non-correctable. It this accurate? Is fully comprehensive insurance worth paying on a 1000 car?

I'm a 39 year old driver who's had a full licence since the age of 17, I have full no claims and although I've been involved in 2 accidents neither of them were my fault (fingers crossed I'm not to speak too soon). I'm only buying a car worth 1000 and the difference in cost between fully comp and 3rd party, fire & theft makes it worth thinking about going for the latter as the fully comp is 609 with 250 excess and TPFT 480 with 250 excess. Does anyone know, if I was involved in an accident cause by a 3rd party driver can I claim from their insurance? I remember on my 2nd accident (about 14 years ago before the recent technology) although I got all the details of the registration and the driver he gave me incorrect details and the DVLA never actually found him as the car had been in between owners. However I was put in contact with a type of agency who assist in these cases and I got reimbursed for my car and neither did it affect my insurance. How am I covered 3rd party if I have an accident that's the fault of the 3rd party? Logically I'm thinking that I can claim for my car from their insurance? Any advice appreciated, would you go fully comp or TPFT?

My mother has insurance on a car I drive, but do to a horrible driving record State Farm - her car insurance company - won't carry me, and when they will again it won't be cheap. I recently found some cheap liability insurance but I was curious - the insurance companies won't give me a straight answer - does my mom have to switch all the insurance for the car, or can I have insurance just for when I drive. If so should I get PIP - personal injury protection instead of liability? Pretty much can there be 2 forms of insurance from 2 seperate companies on one car? Full Coverage for the car and my mom, and Liability for me?

I had accident earlier this year(few months ago) wasn't my fault and other side admitted it but they still haven't paid for damages so the case is still open. I have been told by my car insurance company that they don't know where is the problem but as final bill hasn't been paid as a result my car renewal will go up as my previous 4 years no claim will vanish for now. Apparently once the other side pays what they should then they reduce my monthly payments accordingly as they take no claims years(this is 5 th year into account.) My question is : 1. is this correct what I said so far(or been told) 2. Do I have to renew my car insurance which expired last week even if I don't drive my car which is safely parked on my driveway(off road) ? Can I pay later lets say next month ? this is due my finance difficulties and I hope that other side pays by then and so I pay much less insurance. Professional advice would be great ! tommorow im leaving for florida in my grandmothers car. i just discovered the car hasnt had a proof of insurance for over a year. if i cannot find a proof of insurance i cannot begin my 1300 mile trip to florida. does anyone have any ideas on some way we can get a proof of insurance between now and tomorow at 9 am?
